- Bill Emmott, vice president of the Dairy Farmers of Canada told the House of Commons Standing Committee on Agriculture that the stability provided by a strong supply management program has allowed dairy farmers to reinvest in their industry and on their farms through comprehensive research programs such as the proAction program.
