The insertion model or the workfare model? the transformation of social assistance within Quebec and Canada
Description
abstract: In this policy research document from Status of Women Canada, Sylvie Morel compares
social assistance in Quebec and Canada, with some reference to Ontario and New
Brunswick. Using J.R. Commons institutionalist theory, she compares the concept of
$(3z$(Bworkfare$(3y$(B to the more open $(3z$(Binsertion$(3y$(B model instituted in
France. Canada, she concludes, is generally evolving toward the workfare concept, while
Quebec takes a softer approach. Her recommendations include reinforcing the central role
of the family.
