and institutional framework for IPR-secured lending reforms. It distinguishes between
federal and provincial jurisdictions, focusing on patents, copyrights, and registered
trade-marks. Topics include valuation challenges, federal registry practices, and reform
of property registries. The report compares a ?choice of law? approach with the federal
approach in addressing claims priorities, and presents an implementation strategy for
