abstract: This report outlines the results of a study into the perceptions and needs of Canadians
with lower levels of literacy. It sets out literacy-related issues and a general context
for the study. The report lists the information needs of these Canadians, the results
when they were asked to evaluate federal government communications, and which types of
communication they preferred. Appendices look at literacy as it relates to factors such
as education, geography, age, and immigration.
